Government Property, $77,400 (Land Revenue, New Territory, $50,000; Leased Lands, $17,000); Water Account, $62,000; Land Sales, $33,000. On the other hand there will be a decrease in Miscellaneous receipts of $47,700 (Profit on Subsidiary Coins, $50,000, or 25%).

Apart, then, from any attempt to raise ad- ditional taxation, the revenue, which has been rising

ever since 1893, would probably show an increase of some $300,000 in 1903 over the original estimate for 1902, and of $720,000 over the actual revenue for 1900.

The Ordinances for raising additional revenue are estimated to bring in $308,000 odd. The details of this estimate are perhaps a little open to criti- cism: but assuming that the total is correct, it will be seen that only $404,000 is left of the estimated deficit of $712,000.

Against this there is a balance on 1902 estimated on 11th September at $149,319. The Governor on 24th October estimated an increase in this surplus of $50,000 to $100,000 (on account of the new Ordinances), and the telegram of 1st December sug- gests a further increase of $220,000 in this balance, which would bring it to a total of $420,000 to $470,000. This would more than wipe out the esti- rated deficit. The Governor agrees with Sir W.J. Gascoigne that "the moment is not opportune for in-
